Psychological abuse puts children at risk

ScienceDaily (July 30, 2012) ? Child abuse experts say psychological abuse can be as damaging to a young child's physical, mental and emotional health as a slap, punch or kick.

While difficult to pinpoint, it may be the most challenging and prevalent form of child abuse and neglect, experts say in an American Academy of Pediatrics (AAP) position statement on psychological maltreatment in the August issue of the journal Pediatrics.

Psychological abuse includes acts such as belittling, denigrating, terrorizing, exploiting, emotional unresponsiveness, or corrupting a child to the point a child's well-being is at risk, said Dr. Harriet MacMillan, a professor in the departments of psychiatry and behavioural neurosciences and pediatrics of McMaster University's Michael G. DeGroote School of Medicine and the Offord Centre for Child Studies. One of three authors of the position statement, she holds the David R. (Dan) Offord Chair in Child Studies at McMaster.

"We are talking about extremes and the likelihood of harm, or risk of harm, resulting from the kinds of behavior that make a child feel worthless, unloved or unwanted," she said, giving the example of a mother leaving her infant alone in a crib all day or a father involving his teenager in his drug habit.

A parent raising their voice to a strident pitch after asking a child for the eighth time to put on their running shoes is not psychological abuse, MacMillan said. "But, yelling at a child every day and giving the message that the child is a terrible person, and that the parent regrets bringing the child into this world, is an example of a potentially very harmful form of interaction."

Psychological abuse was described in the scientific literature more than 25 years ago, but it has been under-recognized and under-reported, MacMillan said, adding that its effects "can be as harmful as other types of maltreatment."

The report says that because psychological maltreatment interferes with a child's development path, the abuse has been linked with disorders of attachment, developmental and educational problems, socialization problems and disruptive behaviour. "The effects of psychological maltreatment during the first three years of life can be particularly profound."

This form of mistreatment can occur in many types of families, but is more common in homes with multiple stresses, including family conflict, mental health issues, physical violence, depression or substance abuse.

Although there are few studies reporting the prevalence of psychological abuse, the position statement says large population-based, self-report studies in Britain and the United States found approximately eight-to-nine per cent of women and four per cent of men reported exposure to severe psychological abuse during childhood.

The statement says pediatricians need to be alert to the possibility of psychological abuse even though there is little evidence on potential strategies that might help. It suggests collaboration among pediatric, psychiatric and child protective service professionals is essential for helping the child at risk.

Funders for the paper's development included the Family Violence Prevention Unit of the Public Health Agency of Canada.

Along with MacMillan, the statement was prepared by Indiana pediatrician Dr. Roberta Hibbard, an expert on child abuse and neglect; Jane Barlow, professor of Public Health in the Early Years at the University of Warwick; as well as the Committee on Child Abuse and Neglect and the American Academy of Child and Adolescent Psychiatry, Child Maltreatment and Violence Committee.

Brain development delayed in ADHD, study shows

ScienceDaily (July 30, 2012) ? Is attention-deficit/hyperactivity disorder (ADHD) due to a delay in brain development or the result of complete deviation from typical development? In the current issue of Biological Psychiatry, Dr. Philip Shaw and colleagues present evidence for delay based on a study by the National Institutes of Health.

The cerebral cortex is the folded gray tissue that makes up the outermost portion of the brain, covering the brain's inner structures. This tissue has left and right hemispheres and is divided into lobes. Each lobe performs specific and vitally important functions, including attention, thought, language, and sensory processing.

Two dimensions of this structure are cortical thickness and cortical surface area, both of which mature during childhood as part of the normal developmental process. This group of scientists had previously found that the thickening process is delayed in children diagnosed with ADHD. So in this study, they set out to measure whether surface area development is similarly delayed.

They recruited 234 children with ADHD and 231 typically developing children and scanned each up to 4 times. The first scan was taken at about age 10, and the final scan was around age 17. Using advanced neuroimaging technology, they were able to map the trajectories of surface area development at over 80,000 points across the brain.

They found that the development of the cortical surface is delayed in frontal brain regions in children with ADHD. For example, the typically developing children attained 50% peak area in the right prefrontal cortex at a mean age of 12.7 years, whereas the ADHD children didn't reach this peak until 14.6 years of age.

"As other components of cortical development are also delayed, this suggests there is a global delay in ADHD in brain regions important for the control of action and attention," said Dr. Shaw, a clinician studying ADHD at the National Institute of Mental Health and first author of this study.

"These data highlight the importance of longitudinal approaches to brain structure," commented Dr. John Krystal, Editor of Biological Psychiatry. "Seeing a lag in brain development, we now need to try to understand the causes of this developmental delay in ADHD."

Dr Shaw agrees, adding that this finding "guides us to search for genes that control the timing of brain development in the disorder, opening up new targets for treatment."

Additional work expanding these measures into adulthood will also be important. Such data would help determine whether or when a degree of normalization occurs, or if these delays translate into long-lasting cortical deficits.

Vikes' Peterson 'fine now' after seafood reaction

(AP) ? Minnesota Vikings running back Adrian Peterson has returned to the team's training camp residence hall after an allergic reaction at lunch sent him to a local hospital.

Coach Leslie Frazier said after Monday's practice that Peterson ate some seafood that caused his face to swell and shortness of breath. An ambulance was called, and Peterson was diagnosed with the allergic reaction at the hospital. He returned to the Minnesota State University campus soon after.

Frazier says the situation was a "little bit of a scare" but that Peterson is "fine now." He says he expects Peterson to continue his left knee rehabilitation at full speed Tuesday morning.

Wide receiver Percy Harvin also missed part of practice with a jammed finger on his right hand but returned to drills soon after.

No matter how long it?s been since you set foot in a classroom, September can still bring a sense of starting over, which makes it the perfect time of year to take stock of where you are and where you want to be with your general health and level of fitness. You can go ?back to school? by enrolling in an exercise class or get a new ?teacher? by hiring a personal trainer.

?There is a sense of new beginnings on all fronts when school starts,? says Jenna Murphy, a 42-year-old mom from Maple Grove, Minn. ?This fall I want to improve my flexibility through yoga. I also plan on trying ballet bar fitness as well as kettle bells.?

While January is the traditional time when many people consider starting healthy habits, they don?t always see those changes through to the end of the year. ?The new year creates more emotion and motivation to start change,? explains Jason Stella, a master personal trainer at Life Time Fitness, The Healthy Way of Life Company. ?The problem with this motivation is that once the media hype and emotional high is gone, so is the belief in achieving the goal.?

Even if you have a good start in January and keep your resolve through the summer, come fall ? with its endless procession of holidays ? even the most dedicated can stop making fitness a priority.

Instead of thinking, ?I?ll start over in January,? use these three Rs to make September a time to renew your fitness goals.

Reassess: Consider what you have accomplished so far and what new action you need to take to stay on course with your goals. In addition, evaluate your schedule. How can you fit fitness in with activities and obligations that start in the fall while staying motivated with fewer daylight hours? Fitness centers often create new schedules this time of year. Learn something new by way of a new exercise class or sport, or find a nutrition or health education seminar to attend.

Reconnect: Find ways to re-establish that emotional high toward your goals and keep the momentum going. One way to do this is to sign up for an event that will complement your health and fitness goals, or help you achieve them. ?An event can be a 10K, a triathlon, half-marathon or more extreme events like the Warrior Dash, Spartan Race or Alpha Showdown,? Stella says. ?This keeps motivation high throughout the year and helps people stay on track with the kind of lifestyle behaviors that lead to achieving their desired goals.? Accomplishing these events also leads to more confidence, he adds, which perpetuates the goal-setting, goal-achieving cycle.

Reassert: Change your mindset from making a resolution to making a commitment. ?A personal commitment is much more powerful than a resolution, which is often thrust upon us by outside expectations,? Stella says. A resolution is deciding to do or not do something; a commitment is a promise or obligation. ?Think about the personal responsibility between the two. When people ?promise? or make an ?obligation? it puts their credibility on the line, and maintaining one?s credibility has a huge impact on motivation.?

Murphy, who is a member of the Life Time Fitness in Maple Grove, Minn., says she is no longer in school, but having a personal trainer provides a great education. ?Four years ago, having never done anything athletic my whole life, the best decision I have ever made was to work with a personal trainer from the start. She is always introducing me to new workouts and showing me I can do things I never thought I could. That?s very empowering and affirming to me.?

With stress?rising for men and women, tension is taking a toll on their physical health. The tension can be released in many unexpected ways!

Stress is a normal physical response to a threat or danger as a protection mechanism. It helps you stay focused, energetic, alert and even save your life in emergency situations.

?My guest blogger this month is Ed Griffin, who teaches creative writing at Matsqui Prison, a medium-security prison in Canada. Ed has just released his new eboook ? a novel entitled Prisoners of the Williwaw ? on Amazon. Over to you, Ed.

In the 1980s, my wife and I owned a mom and pop commercial greenhouse. Our business was prospering, but something was wrong. My life was planting seeds, growing tiny plants and selling vegetables and garden plants in the spring. I was becoming what I grew ? a cabbage, or maybe a petunia. My mind was dying and I knew it.

????????? I started playing around with writing. After supper every night I would go out to my ?office,? a little added-on room between our house and the garage. It had windows to the front and back and a space heater that was adequate for spring and fall, but not winter. I would sit down at the typewriter and follow my creative muse.

????????? Whole worlds opened to me. I wrote about the area behind my childhood garage where I practiced pitching, and dreamed of reaching the major leagues. I wrote a short story about a group of prisoners on an island. I wrote a poem about getting along with the Russians. Hours passed. Suddenly, as I wrote, an alarm would sometimes ring in the house. The alarm meant I hadn?t turned the heat on in the greenhouses. I had to shut the door on the vibrant world that grew on the paper in front of me and hurry to the greenhouses to start the furnaces.

????????? An hour later I?d be back at the typewriter. Type a sentence, stop, look at it, realize it wasn?t quite true and then search deeper. Layers of middle-aged half-truths disappeared, the comfortable maxims I had surrounded myself with ? ?Business is good. Don?t make any changes,? and ?Relax. You?re getting older.? The fires of my youth burned again ? civil rights, world peace, a place in the sun for every person. The idealism that had lain dormant for eight years sparked back into life.

????????? Isaiah was on the scene again, reminding me of the words I read in the seminary and tried to live when I was a priest:

????????? I have appointed you to open the eyes of the blind, to free captives from prison and those who live in darkness from the dungeon. [Chapter 42-6]

????????? As I wrote I dug, I searched always deeper, trying to reach the truth. It might be easy to speak a lie, but it wasn?t easy to write one. I started to unravel the tangled skein that was me. These revelations came, not from writing philosophy or self-help dictums, but from writing fiction. Put a man and a woman in a fictional situation. What does the woman really think? What does the man think? Is this real? Is this how people are? Where do I get my ideas? What is human nature all about? Who am I?

????????? For example, as I wrote about the prisoners on the island, I got to know each one of them. How did they get into crime? Why were they different than me? Did they have a religious education as I did? What did they think about God? Was God a mean father for them or a gentle parent? What did I think about God?

???????? Amazing. The seminary had tried for twelve years to teach me how to meditate, and here I was doing it while I wrote.

For better or worse

Already playing plenty well without him, the Angels will now be called World Series favorites after acquiring Zack Greinke from the Brewers on Friday night. In truth, though, they may not be any better than they were yesterday.

In Greinke, the Angels are getting a pitcher with No. 1 starter stuff. He was the AL?s best pitcher in 2009, going 16-8 with a 2.16 ERA for the Royals.

In the three years since, though, Greinke hasn?t been great anywhere other than Miller Park. He was 10-14 with a 4.17 ERA in his last year with the Royals in 2010. After being traded to the Brewers in 2011, he went 16-6 with a 3.83 ERA. However, most of his success came in Milwaukee. On the road, he was 5-6 with a 4.70 ERA. This year, he was 9-3 with a 2.56 ERA overall, but 5-3 with a 4.09 ERA away from Milwaukee.

And those results were mostly against NL lineups.

Another concern is that Greinke simply wasn?t any good in the playoffs last year, giving up 15 runs ? 12 earned ? in 16 2/3 innings in his three starts for the Brewers.

Maybe that should be dismissed, but Greinke isn?t the typical pitcher. He doesn?t want the spotlight, and now he?ll be in it more than ever, even if Anaheim isn?t exactly Los Angeles. He might not handle it well.

I certainly don?t blame the Angels for taking the chance. Middle infielder Jean Segura is aa excellent prospect, but the Halos have both Erick Aybar and Howie Kendrick locked up for the long haul, making him expendable. I like John Hellweg as a possible No. 3 starter and Ariel Pena might make it as a No. 4 or as a setup man, but the price tag was quite fair. And since the Angels didn?t need to use Garrett Richards to bring in Greinke, they could further bolster the roster by trading him for a late-game reliever.

Revised draft raises hopes for arms trade treaty

UNITED NATIONS (AP) ? A revised draft of a new U.N. treaty to regulate the multibillion dollar global arms trade raised hopes from supporters and the British government, which has been the leading proponent, that an historic agreement could be reached by Friday's deadline for action.

The draft circulated late Thursday closed several loopholes in the original text, though the Washington-based Arms Control Association said further improvements are still needed to strengthen measures against illicit arms transfers.

A spokesman for Britain's U.N. Mission, speaking anonymously because he was not authorized to speak publicly, said the new text is "a substantial improvement" and "an historic agreement that effectively regulates the international trade in conventional arms is now very close."

The estimated $60 billion international arms trade is unregulated, though countries including the U.S. have their own rules on exports.

Opponents in the U.S., especially the powerful National Rifle Association, have portrayed the treaty as a surrender of gun ownership rights enshrined in the U.S. Constitution. The issue of gun control, always politically explosive one for American politicians, has re-emerged since last week's shooting at a Colorado cinema killed 12 people

In Washington, a bipartisan group of 51 senators on Thursday threatened to oppose the treaty if it falls short in protecting Americans' constitutional right to bear arms. In a letter to President Barack Obama and Secretary of State Hillary Rodham Clinton, the senators expressed serious concerns with the draft treaty that has circulated at the United Nations, saying that it signals an expansion of gun control that would be unacceptable.

Supporters of a treaty say it will not affect law-abiding individual gun owners, but would close loopholes that allow arms dealers to evade the strict laws that already exist in countries and transfer guns through weaker states.

The U.N. General Assembly voted in December 2006 to work toward a treaty regulating the growing arms trade, with the U.S. casting a "no" vote. In October 2009, the Obama administration reversed the Bush administration's position and supported an assembly resolution to hold four preparatory meetings and a four-week U.N. conference in 2012 to draft an arms trade treaty.

Widney Brown, senior director for law and policy at Amnesty International, said the latest draft closed "some of the significant loopholes that we were concerned about have if not been closed, definitely been narrowed."

It would require all countries to establish national regulations to control the transfer of conventional arms and to regulate arms brokers, and would prohibit states that ratify the treaty from transferring conventional weapons that violate arms embargoes or facilitate acts of genocide, crimes against humanity or war crimes.

In considering whether to authorize the export of arms, the draft says a country must evaluate whether the weapon would be used to violate international human rights or humanitarian laws or be used by terrorists or organized crime ? and if there is "a substantial risk" the treaty would prohibit the transfer.

The new draft makes clear that doesn't pertain only to arms exports but to all types of arms transfers, closing a loophole raised by campaigners.

The United States objected to any requirement to report on exports of ammunition and that remains out of the latest draft.

Daryl Kimball, executive director of the Arms Control Association, said that the new text would potentially allow states to exclude arms transfers that are not commercial sales, such as gifts, from review under the terms of the treaty and does not include a broad enough list of weapons to be covered.

He said it would also potentially allow states to exempt arms sales under previous defense cooperation agreements under the terms of the treaty. That could undermine another line of attack from opponents in the U.S. ? that the treaty would prevent arms sales to allies like Israel and Taiwan.

"We urge the United States and other arms exporters and importers, including China, Russia, the U.K., and India, to work with other states, especially those most affected by violence fueled by illicit arms dealing, to provide the leadership and flexibility needed to reach a sound agreement by Friday's deadline," Kimball said.

With the conference scheduled to end on Friday, negotiators have been trying to come up with a text that satisfies advocates of a strong treaty with tough regulations and countries that appear to have little interest in a treaty including Syria, North Korea, Iran, Egypt and Algeria.

Atlanta voters weigh tax increase to ease traffic

(AP) ? For decades, Atlanta has been the economic engine of the South, a dynamic city on the move. But if you've ever gotten behind the wheel here, it doesn't feel that way.

The Atlanta metropolitan area has some of the worst traffic in America, with drivers routinely stuck in monumental, bumper-to-bumper jams that can turn a 10-minute trip into a miserable, one-hour slog.

Hoping to ease the gridlock, the region's political and business leaders are pushing for a 1-cent increase in the sales tax to pay for billions of dollars in highway improvements and other transportation projects. The proposed tax is on Tuesday's ballot.

Civic leaders say that Atlanta's economic future hangs in the balance, with the metropolitan area in danger of losing business to more-livable cities unless it acts now to reduce congestion.

"Tampa, Charlotte, Denver, Dallas ... they all hope we lose," said Metro Atlanta Chamber of Commerce President Sam Williams. "The competition has been taking advantage of this."

Atlanta's traffic problems have been 50 years in the making, a consequence of runaway growth. The metropolitan area's population swelled from nearly 1.6 million in 1960 to more than 5.2 million in 2010, and many of the newcomers settled in suburbs radiating farther and farther from Atlanta's core.

Now those commuters are clogging the highways that run straight through the middle of the city or form a big ring around it.

Atlanta has a commuter rail system, but it is laid out basically like a big plus sign and doesn't reach many parts of the city. And there has long been opposition to its expansion.

The TomTom Congestion Index, compiled by the maker of automobile GPS devices, has ranked Atlanta the nation's eighth-most clogged city. According to the 2010 Census, Atlanta had the fourth-worst commute in America, with drivers taking an average of 30 minutes to get to or from work.

From billboards to beauty shops, the campaign for the tax has been hard-fought in recent weeks, and polls suggest the vote could be close.

Metro Atlanta is one of a dozen regions across Georgia that will vote independently on the tax increase, which could generate a total of more than $18 billion statewide for transportation projects over the next decade.

Atlanta stands to gain the biggest share. Supporters estimate the 1-cent increase would generate more than $8.4 billion between 2013 and 2022. The sales tax in the region is now around 5 or 6 cents on the dollar in most cases.

Each region developed a list of projects involving such things as roads, bridges, mass transit, ports, airports and bicycle and pedestrian facilities. Metro Atlanta's list is heavy on road projects ? including the widening or resurfacing of highways, the building of new ramps and reconstruction of a busy interchange ? and light on mass transit.

Opposition in metro Atlanta has crossed political and racial lines, creating unlikely allies and adversaries.

Pro-business Republicans, including Gov. Nathan Deal, are finding themselves at odds with tea-party leaders in the GOP, who argue government can't be trusted to manage the tax revenue responsibly.

The fiscal conservatives have made common cause with black Democrats, who say the plan doesn't do enough to help poor people and minorities because it devotes little to mass transit and overlooks some sections of the city, and with environmental groups, which fear more pollution and development.

"We're just united against a bad idea," said Neill Herring of the Sierra Club. "We've got to break this sprawl habit."

Supporters have bankrolled an $8 million campaign under the banner Untie Atlanta and say the transportation projects will create jobs via the construction work itself and the improvements that will ease congestion and make the city more attractive to companies looking to relocate.

"As a result of our failure to deal with our traffic issues as other leading cities in the world are doing far more rapidly, we risk entering a period of decline," Mayor Kasim Reed said. "This is our region's leadership moment."

Nikki Strickland's commute to work in Atlanta is 30 minutes each way on a great day. But if she leaves the house in suburban Alpharetta after 7:30 a.m., it's too late. Then the drive takes an hour or more.

Her husband's trek into midtown isn't much better. "He can get completely stuck for hours if the wrong thing happens," Strickland said.

She said she is considering voting for the tax but is conflicted. Taxing groceries ? something everyone has to have, unlike a new car ? isn't fair, Strickland said. Moreover, she said, "I just don't feel like Atlanta is serious about transit. And I don't trust our institutions to do this. State government is so dysfunctional."

Starbucks rattled by global economy despite growth

NEW YORK (AP) ? Starbucks Corp. managed to sell pricey lattes and wrangle its way out of the Great Recession stronger than ever. Now the coffee chain is again being pressured by the volatile global economy.

Its shares fell 10 percent in after-hours trading.

The Seattle-based coffee giant said net income rose 19 percent during the quarter, as global revenue at cafes open at least a year rose 6 percent. The increase in the metric, which is important to retailers because it excludes the effect of recently opened and closed stores, was driven by growth in China and Asia and the Americas. In the European market, where Starbucks has been struggling to turn around its business, the figure was flat.

"Europe has been a challenge for us all year and continues to be," said Troy Alstead, the company's chief financial officer. But he noted that the flat sales were an improvement from the previous quarter, when the figure slipped 1 percent.

To perk up its business in the region, Starbucks has been instituting measures similar to those it took during the downturn in the U.S. a few years ago, such as introducing loyalty programs and improving service. CEO Howard Schultz has said he's confident the measures will prove successful.

Still, the company says its store expansions next year will be focused in the United States and the fast-growing China market.

For the three months ended July 1, the company said it earned $333.1 million, or 43 cents per share. That's compared with $279.1 million, or 36 cents per share, a year ago.

Total revenue rose 13 percent to $3.3 billion.

Analysts on average expected a profit of 45 cents per share on revenue of $3.34 billion.

Starbucks said the higher revenue was the result of increased customer traffic and customers spending more per visit.

For the current quarter, Starbucks cut its profit outlook to 44 cents to 45 cents per share from a range of 46 cents to 47 cents per share. Analysts were predicting 48 cents per share.

Shares dropped $5.42 to $46.98 after the market close. During the trading day, shares had gained $1.99, or 4 percent, to end at $52.40.

Ninety percent of Earth's ozone is in the stratosphere (the second layer of the atmosphere, just above the one we breathe, the troposphere). This ozone forms the ozone layer, which protects everything on the Earth's surface from the sun's harmful ultraviolet rays.

Ozone destruction in the lower stratosphere is caused by reactive chlorine and bromine molecules called free radicals. The free radicals steal one of ozone's three oxygen atoms. Losing an atom transforms ozone into an everyday oxygen molecule that doesn't confer the same protective benefits.

Usually, the chemical reactions that zap ozone happen only at extremely cold temperatures ? about minus 112 degrees Fahrenheit (minus 80 degrees Celsius) ? such as high in the atmosphere above the frozen poles. But Jim Anderson, lead author of the new study, suspected increasing the concentration of water vapor in the stratosphere through storm clouds meant the chemical reactions would spark at higher temperatures seen above the mid-latitudes of the United States.

"Anytime you satisfy the proper concentration of water and temperature, these reactions will take place," said Anderson, an atmospheric chemistry professor at Harvard University.

Water injections

Towering cumulonimbus clouds, the culprit behind severe storms, carry water vapor high into the sky via convection. During monitoring flights conducted between 2001 and 2007, scientists found the cloud tops reached into the lower stratosphere, at altitudes between 9 and 12 miles (15 and 20 kilometers) above us, sending the water they contained aloft. "These convective storms inject water far more deeply into the stratosphere than anybody ever suspected, and that immediately began to concern us," Anderson told OurAmazingPlanet.

Anderson's key concern is chlorine free radicals. The atoms assume their dangerous nature during a rapid series of chemical reactions that take place on the surface of sulfate-water aerosols, tiny droplets that are ubiquitous in the lower stratosphere.

"The chemistry of these sulfate-water aerosols is such that conversion rate from inorganic chlorine is a function not just of temperature, but of water vapor and temperature," Anderson said. Adding more water vapor to the lower stratosphere means chlorine free radicals can form at higher temperatures, he explained. The abundant sunlight available at lower latitudes also boosts the reaction speed.

The study shows chlorine molecules build up rapidly, within the first 24 hours after a storm. As a result, ozone loss can increase by two orders of magnitude compared to that in the regularly arid stratosphere.

Ousted China politician's wife charged with murder

BEIJING -- The wife of ousted Chinese politician Bo Xilai and a family aide have been charged with the murder of a British businessman, the government said Thursday, pushing ahead a case at the center of a messy political scandal that exposed divisions in China's leadership.

The official Xinhua News Agency reported that the prosecutor's indictment said Bo's wife, Gu Kailai, had a falling out with Briton Neil Heywood over money and worried that it would threaten her and their son's safety. Gu and the aide, Zhang Xiaojun, are alleged to have poisoned Heywood together, the report said. Heywood's death in November was attributed initially to a heart attack or excessive drinking.


"The facts of the two defendants' crime are clear, and the evidence is irrefutable and substantial. Therefore, the two defendants should be charged with intentional homicide," Xinhua said.

It did not give a date for the trial, but a family lawyer told Reuters it was likely to take place on August 7-8.

They were charged in the eastern city of Hefei, Xinhua said. It did not say when exactly the indictment was issued or when the crime occurred and why the case is being prosecuted in Hefei and not in Chongqing, the metropolis Bo ran as Communist party secretary and where the couple lived.

Prosecutors have interrogated Bo and Zhang and have "heard the opinions" of their defense lawyers, Xinhua said.

The brief report is the first official news that the case against Gu is proceeding since the announcement three months ago that she and Zhang were being investigated and that Bo was being suspended from the powerful Politburo for unspecified discipline violations. The Xinhua report did not mention Bo's case or a separate party investigation into Bo.

Women with HIV too often unseen: US advocate

As a black American woman with HIV, Linda Scruggs said Wednesday that she represents a group that is disproportionately affected by the pandemic and must get more involved in advocacy and research.

In the United States, black heterosexual women made up the next largest group of new infections after gay men of all races in 2009, with about 5,400 cases according to data from the US Centers for Disease Control and Prevention.

And worldwide, AIDS remains the top killer of women of reproductive age, said a UNAIDS report released last week, signaling that women of all races are particularly vulnerable to the 30-year-old disease.

Scruggs was first diagnosed with HIV 22 years ago, when she was 25 years old and took a routine blood test related to her pregnancy.

She was 13 weeks along, and recalls her doctors telling her she was HIV positive and could either have the baby and perhaps live three years, or abort the fetus and maybe live for about five years.

Scruggs expressed her pride for the son she decided to have, Isaiah, who recently turned 21 and was born without HIV, as she began her talk to the International AIDS Conference aimed at highlighting the struggles of women.

"We are not asking you. We are telling you. It is time to address the inequality of women globally ... we need to be part of the solution," she told a cheering auditorium at the world's largest meeting on HIV/AIDS.

The political backdrop to the pandemic is inescapable in Washington. The US capital is struggling with its own soaring HIV rates and embroiled in partisan bickering over healthcare reform.

Washington's city-wide prevalence rate of 2.7 percent (nearly 15,000 people) exceeds that of many developing countries.

Among the city's black population, about half the city's residents, the prevalence rate is 4.3 percent. One in 32 black US women can expect a diagnosis of HIV in her lifetime, the CDC has said.

AIDS advocates say President Barack Obama's plan to reform healthcare could help turn the tide on an epidemic that predominantly affects poor and minority communities by extending coverage to more people.

However, Obama's Republican foes say the costs would be too high and as many as 13 state governors are vowing to opt out of a plan to expand Medicaid coverage to the poor.

"This is an epidemic of communities of color," said Daniel Montoya, deputy executive director of the National Minority AIDS Council, saying minorities tend to have less access to healthcare, which can make them more vulnerable.

Nationwide, black women make up 60 percent of new cases among women and face infection rates that are 15 times the rate in white women, according to C. Virginia Fields, president of the National Black Leadership Commission on AIDS.

"We still need to have that national outrage to bring those numbers down," Fields said, referring to remarks in 2007 by Secretary of State Hillary Clinton, who was at that time a presidential candidate.

Reacting to CDC data showing HIV/AIDS as the top cause of death in black women aged 25 to 34, Clinton had said: "If HIV/AIDS were the leading cause of death of white women between the ages of 25 and 34, there would be an outraged outcry in this country."

While many groups are jostling for the spotlight at the conference, which has drawn more than 20,000 experts, policy makers and advocates to the US capital, Scruggs said her appeal should not take away from the need to help gay men, traditionally the focus of efforts to halt the disease.

Instead, it is time for women to take a greater role in research and leadership, and to express the complexities of their lives that may contribute to their high infection rates.

"My life had never been a cup of tea," said Scruggs, who recounted being molested by an uncle and raped multiple times as a young woman. She does not know which event may have infected her with HIV.

"I understood why me. I understood there were things in my life and my past that would get me there," she said.

Her own healing process took root in the 1990s when she was asked to stand in for a speaker and tell her story to a doctors' conference.

Afterwards, she realized talking publicly about her ordeal was helping to free her of a long-held burden.

But she also acknowledged that plenty of stigma remains, and women too often stay silent about their condition.

"We are here and we are a force to be reckoned with. We are changing the game," said Scruggs. "We don't have another 30 years. We don't need another 30 years. We need you to do it now."

The cosmetic surgery industry has gotten a bad reputation lately. This is mainly due to the things people see on television and read in magazines and other publications. Many times, this industry is portrayed in a negative way. For instance, some may present this type of procedure as a way for people to try to live up to the unrealistic standards set my models and other celebrities.

Some people are so against cosmetic surgery that they can see absolutely nothing good about it. In fact, they oppose it every chance they get. They write articles and blog posts speaking out against this procedure. There may even be groups whose sole purpose is to ensure that this type of procedure is outlawed, especially for children and teenagers. Although their intentions may be good and at least a few of their complaints bear some validity, they are ignoring a number of key factors. These procedures are not all bad.

Of course, some people take it to the extreme, but that can happen with just about anything. Contrary to what some may believe, however, cosmetic surgery has provided and continues to provide a number of great benefits.

Just think about it. There are people who are born with deformities every day. This can be especially hard to deal with if it is a facial issue, because the world can be a very cruel place. There are people who won't hesitate to stare at or make nasty comments about someone with a deformity. The harshness is usually multiplied when dealing with children.

Many children, especially at the elementary age, aren't aware of when it's okay to speak or what they should or should not say. So, if they see another child with a facial issue, they may point and look out of curiosity. However, it can be perceived by the other child as teasing. Then, there are cases where teasing may actually be the goal. Those who work in the field of cosmetic surgery are able to help fix the problematic physical issues and alleviate these types of circumstances.

This industry is also responsible for helping those who have been injured in sports activities or car accidents. This can take a huge toll on people. It may be even harder for them to deal with, because they have lived much of their lives without any type of deformities. So, to have to live with this new reality is difficult to handle.

Cosmetic surgery is not all bad. Although people have abused it and made it into something undesirable in some cases, there are a lot of reasons why this field should not be shunned. There are people who are now able to go through life without having to deal with deformities, all because there was a surgeon who had the ability to help them.
