German group slams Catholic 'pay to pray' decree

BERLIN (AP) ? A Catholic reform group in Germany criticized the country's bishops Monday for declaring that believers who refuse to pay religious taxes won't be able to receive the sacrament, become godparents or work in church institutions.

A century-old agreement with the state adds up to nine percent to the income tax bill of Germany's 25 million registered Roman Catholics, earning the church more than ?4 billion ($5.2 billion) annually. The same tax applies to Protestants and Jews.

The churches use the income to pay employees' salaries and fund social work such as care for the elderly. The churches themselves aren't taxed by the state but instead pay an administrative fee for the collection of religious tax. Donations represent a far smaller share of the churches' income than in the United States.

The Catholic bishops' decree in Germany last week is part of an attempt to stem the steady flow of people who opt out of paying religious taxes. It declares that they have committed a "grave lapse" and effectively left the church.

But the group We are Church ? which claims to represent tens of thousands of grassroots Catholics ? said the bishops' decision to freeze believers out if they don't pay up was "the wrong signal at the wrong time."

"Instead of seeking to understand the reasons for the high number of people leaving the church, this decree by the bishops represents a threat to the church's members," it said.

The group said many German Catholics choose not to pay religious taxes because they disagree with the church's actions, not because they have lost their faith. It said the decision undermined the bishops' own efforts to regain credibility among believers who have become disenchanted by the fact that for decades the Catholic Church covered up child abuse by priests.

Almost 3 million German Catholics have opted out of paying church taxes in the past two decades. In 2010, at the height of abuse revelations in Germany, some 180,000 took the step ? the highest yearly number ever recorded.

On Wednesday, Germany's top administrative court is scheduled to hear the case of retired German theology Professor Hartmut Zapp, who wants to leave the church as an institution but remain a member of the Catholic community.

"The decree clarifies that one cannot partially leave the church," the bishops said last week.

When a German Catholic decides to stop paying religious tax their parish priest will in future send a letter outlining the costs of such a decision. These include being denied a church burial "unless you have shown remorse in some way before your death," according to a template of the letter posted on the website of the German Bishops' Conference.

"Maybe you haven't considered the consequences of your decision and would like to reverse this step," the letter adds, inviting the believer to seek out their priests for a clarifying chat.

When did you decide to be a writer?

As a little girl, I loved to make up stories and share them. Writing assignments were always my favorite part of school. But as an adult, I didn?t have the confidence or courage to pursue creative writing. It was just something I fantasized about until my mid-forties when I began writing occasional articles for my church?s newsletter. Urged by a friend, I attended a writers? conference asking God to show me if writing was His will for me or my own self-centered dream. He answered clearly that week and I?ve never doubted my calling since then.

What was your first published piece?

When I attended that first conference in 1999, I?d never thought of writing devotionals. But I set up an appointment with the editor from Warner Press after she spoke on a panel. I showed her a one-page piece I?d written about a lesson from my cat and she said I might be a natural devotional writer. I applied and was accepted as a Master Writer for the company and got to submit ten devotionals each year for use on the back of church bulletins.

What was the first book you wrote?

The One Year On This Day was published by Tyndale House in 2005. (Currently, it?s available only in eBook format.) The daily devotions are based on origins of holidays?including some you?ve likely never heard of before, anniversaries of historical events, pop culture trivia, or anything related to a specific day of the year. These are used to illustrate spiritual principles and biblical truths. Each devotion includes a practical application and a related Bible verse.

Since then, you?ve published three more daily devotional books. What do you find most rewarding about writing devotions?

I absolutely love finding creative ways to illustrate a Bible verse or spiritual principle, whether using elements of nature, historical events, pop culture trivia, news events, my own personal experiences, or any other source. I love drawing out practical application that demonstrates how relevant the Bible is to our lives today. I also enjoy trying to find a way to end with a statement that helps the content stick in the reader?s mind (especially when I come up with a pun). And feedback from readers motivates me to keep writing devotionals. It?s such a blessing when someone tells me that a devotional has spoken to their specific situation, or says that one of my books is a part of their regular quiet time.?

Tell us a little about your newest devotional book.

Designed for Devotion: A 365 Day Journey from Genesis to Revelation provides an overview of the entire Bible. It explains the background and factual information for each book, including the author, theme, purpose for writing, and historical setting. The book highlights the key stories and characters in the OT and gospels, and explores the basic teachings of the NT writers. In the part of the book that covers the Old Testament, I sprinkled occasional ?Jesus Sightings? (in keeping with the theme of a trip or journey). These devotions focus on how Jesus fulfilled Old Testament prophecy. I also included devotions about the 400-year period between the Testaments, the concept of ?theophany?, the distinction between the Major and Minor Prophets, and other topics. Throughout the book, each day?s devotion ends with a practical application that encourages readers to apply that day?s spiritual lesson to their own journey with God.

What can readers hope to gain from reading Designed for Devotion?

This book presented my biggest challenge ever! I don?t make any pretense of being a Bible scholar; I often felt burdened by the weight of such a serious responsibility. But I think that will be a plus for most readers since the book is not ?academic?. Readers will gain the factual and historical information needed to understand the context of each book and how it fits in with the rest of the Bible. At the same time, they will be able to see how each story and teaching relates to their everyday lives. Designed for Devotion will help those new to Bible study grow in their understanding of God and His Word; long-time Bible students will enjoy the review. Hopefully, anyone who reads the book will go deeper in their relationship with God and in their devotion to Him. A trip through the Bible can be a life-changing journey!

What kind of activities do you like to do that help you relax and step away from your deadlines for a bit?

Listening to music, seeing a movie, getting outside to enjoy the beauty of nature, and of course, reading for pleasure, not research.

What would you like for our readers to know about you personally?

I would like to assure readers of my books that I most definitely do not have it all together. Sometimes after writing a devotional, I feel like a hypocrite. I never want to give the impression that I don?t struggle with the issues I write about. Truth is?I?m a mess. My writing isn?t a reflection of my spiritual maturity; it?s an extension of God?s grace and the wisdom found in His Word. Every day I thank Him for using me in spite of my many flaws and my hardheadedness in learning spiritual lessons.

Decades of federal dollars helped fuel gas boom

PITTSBURGH (AP) -- It sounds like a free-market success story: a natural gas boom created by drilling company innovation, delivering a vast new source of cheap energy without the government subsidies that solar and wind power demand.

"The free market has worked its magic," the Barnett Shale Energy Education Council, an industry group, claimed over the summer.

The boom happened "away from the greedy grasp of Washington," the American Enterprise Institute, a think tank, wrote in an essay this year.

If bureaucrats "had known this was going on," the essay went on, "surely Washington would have done something to slow it down, tax it more, or stop it altogether."

But those who helped pioneer the technique known as hydraulic fracturing, or fracking, recall a different path. Over three decades, from the shale fields of Texas and Wyoming to the Marcellus in the Northeast, the federal government contributed more than $100 million in research to develop fracking, and billions more in tax breaks.

Now, those industry pioneers say their own effort shows that the government should back research into future sources of energy ? for decades, if need be ? to promote breakthroughs. For all its success now, many people in the oil and gas industry itself once thought shale gas was a waste of time.

"There's no point in mincing words. Some people thought it was stupid," said Dan Steward, a geologist who began working with the Texas natural gas firm Mitchell Energy in 1981. Steward estimated that in the early years, "probably 90 percent of the people" in the firm didn't believe shale gas would be profitable.

"Did I know it was going to work? Hell no," Steward added.

Shale is a rock formation thousands of feet underground. Among its largest U.S. deposits are the Marcellus Shale, under parts of Pennsylvania, New York, Ohio and West Virginia, and the Barnett Shale is in north Texas. Geologists knew shale contained gas, but for more than 100 years the industry focused on shallower reserves. With fracking, large volumes of water, along with sand and hazardous chemicals, are injected underground to break rock apart and free the gas.

In 1975, the Department of Energy began funding research into fracking and horizontal drilling, where wells go down and then sideways for thousands of feet. But it took more than 20 years to perfect the process.

Alex Crawley, a former Department of Energy employee, recalled that some early tests were spectacular ? in a bad way.

A test of fracking explosives in Morgantown, W.Va., "blew the pipe out of the well about 600 feet high" in the 1970s, Crawley said. Luckily, no one was killed. He added that a 1975 test well in Wyoming "produced a lot of water."

Steward recalled that Mitchell Energy didn't even cover the cost of fracking on shale tests until the 36th well was drilled.

"There's not a lot of companies that would stay with something this long. Most companies would have given up," he said, crediting founder George Mitchell as a visionary who also got support from the government at key points.

"The government has to be involved, to some degree, with new technologies," Steward said.

The first federal energy subsidies began in 1916, and until the 1970s they "focused almost exclusively on increasing the production of domestic oil and natural gas," according to the Congressional Budget Office.

More recently, the natural gas and petroleum industries altogether accounted for about $2.8 billion in federal energy subsidies in the 2010 fiscal year and about $14.7 billion went to renewable energies, the Department of Energy found. The figures include both direct expenditures and tax credits.

Congress passed a huge tax break in 1980 specifically to encourage unconventional natural gas drilling, noted Alex Trembath, a researcher at the Breakthrough Institute, a California nonprofit that supports new ways of thinking about energy and the environment. Trembath said that the Department of Energy invested about $137 million in gas research over three decades, and that the federal tax credit for drillers amounted to $10 billion between 1980 and 2002.

The work wasn't all industry or all government, but both.

One step at a time, the problems of shale drilling were solved. Crawley said Energy Department researchers processed drilling data on supercomputers at a federal lab. Later, technology created to track sounds of Russian submarines during the Cold War was repurposed to help the industry use sound to get a 3-D picture of shale deposits and track exactly where a drill bit was, thousands of feet underground.

"It was a lot of pieces of technology that the industry thought would help them. Some worked out, some didn't," Crawley said.

Renewable energy has had similar fits and starts, plagued by the costs and complexities of developing technology, and markets for it.

The idea that the government can help industry achieve advances that the private sector can't or won't has been a central contention of the presidential election. President Barack Obama's comment this summer that Republicans seized on ? "If you've got a business ? you didn't build that" ? was part of broader comments about infrastructure, education and other public spending that indirectly helps businesses.

Both Obama and Republican presidential nominee Mitt Romney tout the benefits of shale gas. But they differ over the government's role in subsidizing energy research. Obama has suggested continued funding for renewable energy but also eliminating billions of dollars in subsidies for oil and gas companies. Romney calls that an unhealthy obsession with green jobs ? and has vowed to cut wind power subsidies, yet keep federal support for ethanol.

But the fracking pioneers point out that it's impossible to predict how and when research will pay off.

"It wouldn't be research if you already knew that it was going to be effective," said Crawley.

Steward and others said today's energy challenge is similar to what they faced: a need to find future sources of energy.

"I was concerned about my kids and grandkids. I didn't want my kids sitting out there without energy," Steward said.

Terry Engelder, a Penn State University geologist known for his enthusiastic support for gas drilling, said the story of how shale gas went from longshot to head of the pack ? and how long that took ? shows that serious support for renewable energy research makes sense, too.

"These renewables have a huge upside," Engelder said. "In my view, the subsidies are really very appropriate."

Steward is proud of the shale boom, too, but warned that it won't last forever.

"Don't be fooled by this. We've got to have a replacement" for shale gas, he said.

The Greenest U.S. Presidents, Ranked By American Environmentalists (PHOTOS)

Who was America's greenest commander-in-chief? A recent list from Canadian-based media company and "clean capitalism" advocates Corporate Knights ranks the greenest presidents based on votes from leaders of some of the country's largest environmental groups.

Corporate Knights surveyed 12 environmental groups, including World Wildlife Fund, Natural Resources Defense Council, Sierra Club, 350.org, Greenpeace and others. Leaders of the dozen groups provided their nominations for the three greenest presidents in U.S. history, according to a press release.

America's 26th president, Theodore Roosevelt, claimed the top spot by a wide margin. As president, he established the first national wildlife refuge, in Florida, along with "150 national forests, 51 federal bird reservations, 18 national monuments and five national parks," explains Grist's David Roberts. Along with Roosevelt, two other members of the Republican Party made the list-- Richard Nixon and Gerald Ford.

The bipartisan composition of the list was not lost on Theodore Roosevelt IV, a managing director at Barclays Capital and the great-grandson of Teddy Roosevelt. "Conservative environmentalist is not an oxymoron," he said in a statement. "These records of my great grandfather and Richard Nixon show the GOP is also the 'Green Old Party.' Reconnecting with these roots is crucial, not only to honor our covenant with future generations, but for our relevance as a political force."

While both major political parties are represented, what is "most striking," according to The New York Times, is that only eight presidents received votes at all. Yet Princeton professor Julian Zelizer told the Times that promoting conservation was easier for presidents in the past. He said, ?Now we?re in an era when that enthusiasm has gone. A lot of the time, problems are more prevalent in the minds of Americans than the possibilities.?

Roberts notes that it's important to remember that many people "wildly overestimate the power of the president." He stresses that presidents with the "the most green accomplishments" were aided by "exogenous forces." He writes, "They were at a convergence of circumstances, their own personal predilections often playing a fairly small role."

AUGUSTA, Maine ? A Republican-backed state law aimed at lowering health insurance premiums in Maine is being panned in a new report by affordable health care advocates.

But supporters of the law, especially those who wrote and co-sponsored it in the Maine Legislature, say the law is working but needs to be fully implemented before anyone draws conclusions about its effectiveness.

Supporters say key provisions of the law, including one that allows people to buy health insurance across state lines, have not yet gone into effect.

In its report issued earlier this month, Consumers for Affordable Health Care examined health insurance rate renewal information at the Bureau of Insurance. The report focused on renewal rates for insurance customers in the individual and small-group markets.

What they found did not bode well for the new law?s effectiveness, said Joe Ditre, executive director of the consumer group.

Key findings showed 54 percent of individual policyholders in Maine saw premium increases, while 90 percent of small business policyholders saw rates go up. Small-group plans cover up to 50 employees.

The report also draws attention to a new $4 assessment tacked on to all health insurance policies in Maine as a result of the law.

That assessment is used to build an annual fund of nearly $21 million that a new nonprofit organization , the Maine Guaranteed Access Reinsurance Association, also created by the law, uses to reinsure the most costly or high-risk clients on the books of Maine insurance companies.

?No one knows they are paying this tax,? Ditre said. ?They are being taxed, and this is all under the radar.?

But advocates for the law say the new reinsurance pools are the reason Anthem, one of the state?s largest health insurance providers, asked for an average rate increase of only 1.7 percent this year.

According to a statement on the Bureau of Insurance?s website, that represents $11 million in savings for Anthem because of the anticipated ability to use the MGARA funds to pay down high-risk claims.

Without the new nonprofit and the reinsurance pool, the company would have asked for a 21 percent increase, according to officials and documents filed with the bureau.

A 21 percent hike for Anthem would not necessarily have been approved by the bureau, according to Doug Dunbar, a spokesman for the Department of Professional and Financial Regulation, which includes the Bureau of Insurance.

?It?s not possible to indicate whether a different rate increase request from Anthem would have been approved,? Dunbar wrote in an email.

The Maine Guaranteed Access Reinsurance Association board, as defined by the law, is largely controlled by insurance companies doing business in Maine, Ditre said.

Of the 11 members of the board, five are insurance company representatives, another is an insurance broker, another is a small-business person ? whose small business is in insurance. The other board members include a car sales businessman, two representatives from the medical community and a former credit union president.

Advocates for the law say it creates a better ?free market? approach to health insurance, but opponents say it?s little more than corporate welfare and an annual $21 million subsidy or bailout for some of the most profitable companies doing business in Maine.

The law is written in a way that requires insurance companies to pay the fees collected, but it also allows them not to disclose or itemize the fee.

The law also allows the new nonprofit to increase the fee, as needed, by an additional $2 per month, up to $6 per month per person insured.

Ditre believes MGARA will almost certainly increase the assessment. He said actuarial studies estimate the true cost of insuring the highest-risk clients in Maine is closer to $65 million, which is three times what MGARA is currently collecting for that purpose.

?Essentially, what we have here in MGARA is a group that gets $21 million in public money with no public oversight,? Ditre said. ?This Legislature delegated its authority to increase the tax by half ? by an additional $2 per member per month.?

The law changed the way insurance companies are allowed to set rates and allows them to charge more based on location, age and risk assessment. Older people in more rural places are the most vulnerable to the rate increases, and businesses with small-group policies are being hard-hit, Ditre said.

Only the small-group policies that include larger numbers of young workers, mostly in southern Maine, have experienced small rate decreases.

Some rates go down

Supporters of the law say rate increases overall are less than what they?ve been each year prior to the law and that prior to the law there were no notable rate decreases.

So the law is moving in the right direction and indeed working, according to one of the co-authors of the bill, state Rep. Les Fossel, R-Alna.

?One claim ? that 54 percent of individual policyholders saw higher premiums ? neglects to add that nearly 100 percent of individual policyholders saw increases in previous years,? Fossel wrote in a guest column in the Portland Press Herald on Sept. 11. ?Nor does the report mention that nearly 87 percent of individual policyholders now have access to lower cost alternatives that meet their needs.?

Dunbar, the department spokesman, backs up some of Fossel?s statement, noting, ?Premiums have been increasing significantly for years.?

Dunbar said the rate data for the fourth quarter of 2011 and the first quarter of 2012 show that 10.6 percent of those in small-group plans across the state saw their rates go down.

?For the same period last year (before the new law), only 3.26 percent of small groups experienced a decrease in rates,? Dunbar wrote. ? While rates can vary significantly among groups for many reasons (e.g., changes in group size or medical trend inflation), the overall change since the enactment of PL 90 is a 6.9 percent increase in the number of small groups experiencing rate relief.?

An analysis by the state?s Bureau of Insurance also touts the reduction in the rate of increase for premiums, but it highlights how rates were still going up for most policyholders post PL 90.

Fossel and others have argued that the changes have created a new host of insurance products that allow people to buy the most affordable plan to cover their needs, but Ditre said what?s really happening is people are being left short of the coverage they need.

?People are in the position where they are going to drop their coverage or choose much, much higher deductibles ? all which create a windfall for the insurance industry,? Ditre said. ?They get rid of their higher risks by rating people out of coverage or people change to coverage that is inadequate, and they?ve got to pay a premium for that for which they see very little benefit. Again, it?s a tremendous windfall for the insurance industry.?

More time needed?

The situation for small business is not getting any better, Ditre said. ?It?s ironic to me that they are saying give it time, when in fact those legislators who said we need more time to study this law were told specifically by the bill?s sponsors: ?These issues have been studied to death. We don?t need to take any more time. We know what needs to be done and free-market competition will lower these rates.??

Eric Cioppa, superintendent of the Maine Insurance Bureau, agrees with those who say it will take more time to fully understand the impacts of the new law on insurance rates.

He said it?s too soon to tell whether the law is achieving some of its other goals, including drawing more people into the health insurance market in Maine, which could ultimately bring rates down.

Cioppa said Consumers for Affordable Health Care?s report failed to mention that insurance providers will pay premiums to MGARA for any clients they want covered in the reinsurance pool. Those premiums are paid at 90 cents on the dollar, he said.

He said part of that formulation is that MGARA isn?t in the business to make money but to maximize the $4 assessment to cover claims. Ultimately, that relief is aimed at reducing rates in the individual insurance market, he said.

He said the thing that is driving insurance rates skyward in Maine and elsewhere is medical costs.

?I?m not casting aspersions on anyone, but the medical costs and the medical trends ? I think everyone acknowledges there?s still work to do on that,? Cioppa said.

Czechs ban liquor exports after bootleg booze kills 23

PRAGUE (Reuters) - The Czech government imposed an immediate ban on all exports of hard liquor on Thursday following the deaths of 23 people from methyl alcohol poisoning, Prime Minister Petr Necas said.

The Czech Republic banned all hard liquor sales in shops and pubs last Friday after the poisonings, believed caused by bootleg alcohol.

It plans to gradually reopen the domestic market from the middle of next week, using new tax stamps and certifications of origin of drinks.

The new export ban, covering all alcohol with over 20 percent alcohol content but not the country's trademark beers, followed information that the European Union was preparing to ban exports on Friday unless the Czech government acted itself, Necas said.

"The government came to the conclusion that it will be more favorable for the Czech Republic to have the imposition and later the lifting of the ban in its own hands," Necas told a news conference after an emergency government meeting.

The government had until Thursday resisted an export ban, arguing that alcohol from major producers was safe.

Slovakia and Poland have already banned imports from the Czech Republic. The two countries take about 50 percent of Czech liquor exports, worth $80 million last year.

Police have charged 30 people with crimes related to bootleg booze after a series of raids in the past days, but have not yet found the origin of the deadly spirits.

Investigators suspect methanol was mixed into bootleg booze made from industrial alcohol and sold under fake labels such as vodka, rum or fruit distillates.

The biggest exporters are the privately-owned Stock Plzen-Bozkov, which makes the bitter Fernet liqueur, and Pernod Ricard's unit Jan Becher-Karlovarska Becherovka, which makes the herb liqueur Becherovka.

The Czech union of spirit makers has estimated that 15-25 percent of all liquor sold in the country of 10.5 million people is bootleg, often made from industrial alcohol and cleaned up through a simple chemical process.

The illicit booze trade is centered in the industrial northeast, near the Polish border. Industry insiders say the trade has grown since a hike in excise tax on alcohol in 2010 which was an austerity measure in response to the global economic crisis.

The Czechs have the world's highest beer consumption of around 140 liters per capita per year and are among the world's heaviest drinkers in general.

During its lifetime, every business will do at least one of two things: close or change hands.

But the art of completing a merger or acquisition contains a number of legal steps to keep in mind for both the buyer and the seller.

Attorneys who deal with M&As say that the majority of the counsel they offer is to small-business owners looking to sell.

?I get M&A calls all the time, and at least half the time it?s the founder wanting to cash out his investment,? said Roger Stageberg, a business attorney with Lommen Abdo Cole King Stageberg in Minneapolis.

The first step in preparing to navigate M&A law is simple: The day you begin a business, know that one way or another, one day you will leave it behind. Prepare for that day by having an exit strategy and making sure that your business will be legally ready to be sold.

?Every business owner should go into it with the idea that they?ll exit in some fashion at some point,? said James A. Wahl of Monroe Moxness Berg in Bloomington. ?What needs to be done to maximize the value of the company when you?re set to sell? Unless you have a truly one-person business, there?s always the opportunity to transfer ownership to someone.?

Often, that transfer is to someone the owner knows: Children, an employee, a client, even a competitor. Even in relatively friendly transactions like those, you need to be prepared. The first thing to know is to not try to do it yourself. Talk to your lawyer, your accountant and even an M&A broker to make sure your interests are being covered.

?Tell them your motivation,? said Stageberg. If they?re experienced in M&A matters, you?ll come away knowing about 90 percent of how the deal is going to go. They?ll ask you to tell them what you think your business is worth, and they will give you some guidelines to what it?s really worth.?

You can get that process started by going through your financials and putting together realistic projections of sales and profits for at least the balance of this year and one additional year.

Make sure you have all of your business documentation organized and easy to find. An attorney can provide a list of documents a prospective buyer will want to see, such as financial statements, financing agreements, debt instruments and other corporate documents that a buyer is sure to ask for when doing their due diligence prior to a sale.

?Maintain the proper legal records,? said Wahl. ?Make sure licenses and corporate documentation are current and that copies of leases or other agreements related to operation of business are up to date and accessible so that the buyer can review those.?

Wahl even suggests consulting with your landlord, if you don?t own the property that houses the business, to see if your lease is assignable.

And don?t try to fudge the numbers. All M&A agreements have the seller making representations and warranties. If those turn out to be incorrect, the M&A agreement will likely provide indemnification for the buyer, according to Stageberg, so be sure to provide audited balance sheets.

?If after the deal closes, the buyer finds out that one of those sales was phony ? they sold it to a neighbor who sold it back to them the day after the year ended ? that would be a material misrepresentation,? said Stageberg. ?In that case, the buyer would be in a position to get his money back.?

Those things won?t help the buyer if they?re not.?

Hellmuth & Johnson represents a number of construction and real estate companies, and Andresen said industries such as those present their own M&A legal issues when a sale is looming.

?Those industries are more regulated and a lot of the value that goes into them is personnel,? Andresen said. ?The licensed personnel are part of the brand that?s been created. If the company you?re selling has 10 licensed contractors, what kind of employment agreements are going to go along with those employees? Construction and real estate companies have to consider those things.?

To reinforce the level of trust between buyer and seller, some M&A agreements contain provisions that let the buyer pay the majority of the purchase price upfront, with the balance being put in a bank as escrow, or will provide a promissory note saying they?ll pay the balance two years from now once they?re sure there are no misrepresentations.

And given the complex nature of a business acquisition, both parties should be prepared to be patient.

?Be reasonable about the expectations of how things will close,? said Andresen. ?You can do the general business terms over a handshake, but getting from that point to the actual documentation can take time.?
