Myanmar sets parliamentary by-election for April 1 (AP)

YANGON, Myanmar ? Myanmar set parliamentary by-elections for April 1, scheduling a highly anticipated vote that will return pro-democracy leader Aung San Suu Kyi's party to mainstream politics after two decades.

Before state media reported the date late Friday, Suu Kyi and her National League for Democracy had said they planned to run in every seat in the by-election.

Her party boycotted last year's general elections because of restrictive rules that among other things prevented Suu Kyi from being a candidate. The government has since lifted many of those restrictions.

Most of the 48 Parliament seats being contested were vacated by MPs who became Cabinet ministers after the first parliamentary session in January.

The military is guaranteed 110 seats in the 440-seat lower house, and 56 seats in the 224-seat upper house, and the pro-military party now occupies 80 percent of the remaining 498 elected seats, so the 48 seats up for grabs, even if the NLD wins them all, will not change the balance of power.

The official announcement said political parties that will contest in the by-election must submit their candidate list by Jan. 31.

The NLD reregistered as a political party on Dec. 23.

Allowing Suu Kyi's party back into the political fold will likely give the government greater legitimacy at home and abroad.

The by-elections will also be a test of the popularity of the NLD, and Suu Kyi has cautioned that "the road ahead is full of difficulties and the road to democracy is endless."

The NLD won an overwhelming majority in elections in May 1990, but the results were ignored by the military government in power at that time.

Last year's elections were the first since 1990, but Suu Kyi was under house arrest and disqualified as a candidate.

Look for Florida to roll off, Texas A&M to visit Jordan-Hare on Auburn's 2012 football schedule

ATLANTA -- The SEC has ordered Auburn to trade out a road game at Florida for a home game against Texas A&M for 2012, a result of league expansion and a widespread change of conference schedules.

The league is expected to announce those changes Wednesday when it reveals new conference schedules to account for the addition of Texas A&M and Missouri.

Another change in Auburn's schedule is an expected home game against Vanderbilt next season will now be played in Nashville. The Commodores will play in Auburn in 2013 before rotating back off the schedule.

The SEC home games for Auburn will be A&M, LSU, Arkansas and Georgia. The SEC road games will be at Vandy, Ole Miss, Mississippi State and Alabama. Auburn will open the 2012 season against Clemson in the Chick-fil-A Kickoff Game in the Georgia Dome.

The new SEC schedule means Auburn's every-other-year tough road schedule just got tougher. The Tigers will play at LSU, Arkansas, Georgia and Texas A&M in 2013.

Florida rotated on Auburn's schedule for 2011 for a game in Jordan-Hare Stadium. The expected return game was canceled by the league.

League expansion and the juggling of the schedules likely won't change one iconic game. The Iron Bowl will likely remain last game of the regular season.

Suarez given 1-match ban for obscene gesture

LIVERPOOL, England - Liverpool striker Luis Suarez will serve a one-match ban after making an obscene gesture toward Fulham fans during a Premier League match.

Suarez was photographed walking from the field after Liverpool's 1-0 defeat to Fulham with his middle finger raised on Dec. 5. The Uruguayan will miss Friday's home match against Newcastle.

Also, the club was fined $31,000 and warned about future conduct after its players harangued referee Kevin Friend over his decision to send off midfielder Jay Spearing during the same match.

Meanwhile, Suarez is considering whether to appeal against an eight-match ban for racial abuse of Manchester United defender Patrice Evra.

Sony, Samsung dissolve panel joint venture

TOKYO (AP) -- Japan's Sony and South Korean rival Samsung are dissolving their joint venture in liquid crystal display panels as Sony tries to stanch years of losses in its TV business.

Sony Corp. said Monday that Samsung Electronics Co. will buy all of Sony's shares in the joint venture for about 1.08 trillion Korean won ($935 million) subject to a final agreement.

The joint venture called S-LCD was set up in 2004. Sony, which fell behind in flat panel TVs, invested in a Samsung panel factory to ensure a steady supply of panels for its LCD TVs.

Sony's TV operation has lost money for seven straight years and the company is straining to return that key business to profit.

The prices of TVs as well as panels have been dropping so it makes more sense to buy panels at the market rate than to invest in production.

Sony, which makes Bravia TV sets, does not make its own LCD panels.

It said it will enter a new partnership with Samsung to buy panels, and will also continue buying panels from other manufacturers.

Sony said it will suffer a loss of 66 billion yen ($846 million) for the third quarter of this fiscal year, which ends later this month, because of the declining value of investment in S-LCD.

Getting out the production venture will produce substantial savings after January 2012, when the deal is completed, according to Sony.

It was still unclear how Sony's profit forecast for the fiscal year through March 2012 will be affected, said company spokesman Takashi Uehara.

DALLAS -- While Dirk Nowitzki and the Dallas Mavericks were on the court celebrating the championship they won over LeBron James and Dwyane Wade last season, the Miami Heat were gathered in another part of the building.

It wasn't because they dreaded watching the ceremony, they insisted.

They were simply getting ready to show everyone why they are favored to win it all this season.

James and Wade led a series of scoring waves that put Miami ahead by 35 points midway through the third quarter, the lead peaking when James soared to the rim and tipped an alley-oop pass to Wade so he could have the dunk instead. The game was essentially over then, although the Mavs reserves fueled a late rally that made the final score look close, 105-94.

"We tried to play aggressive," James said. "We're a focused team. We had a great training camp. We came in with the same mindset we had at practice, use our speed and play with mental focus."

James finished with 37 points, 10 rebounds and six assists. Wade had 26 points, eight rebounds and six assists. Miami scored at least 30 points in each of the first three quarters.

"Celebration or not, we had a game plan and implemented it," Wade said. "We came out and played a good game."

Maybe the pregame festivities left the Mavs emotionally drained because they were down by 15 after one quarter and 21 at halftime. They then gave up 14 straight points early in the third quarter.

The blowout had less to do with an emotional hangover and more to do with exposing the slow process of breaking in a new rotation. Dallas lost center Tyson Chandler and backup point guard J.J. Barea and added guard Vince Carter, do-it-all Lamar Odom and backup guard Delonte West.

"We're going to have to forge an identity with this team; it's a different team," Mavs coach Rick Carlisle said. "That's work, and it's going to take honesty, and it's not going to be easy."

Carter took Dallas' first two shots, an 18-footer and a layup. Both missed. West started the second half in his place and finished with 10 points. Carter had five points, two rebounds and three assists in 21 minutes.

Odom ? the NBA's reigning Sixth Man of the Year, who was acquired from the Lakers a few weeks ago for merely a trade exception ? entered to a standing ovation, and got fans roaring again when he made a 3-pointer that tied the game at 11. He missed his next five shots before getting ejected midway through the third quarter, but still left to loud cheers. He had four points and four rebounds in 13 minutes.

"We've got to get better and it will take a little time to get better," Odom said.

Jason Terry sparked a Dallas rally, that started after Odom was tossed, and wound up leading Dallas with 23 points. Nowitzki scored 21 in three quarters. Shawn Marion scored 12 and broke the pinky finger on his left hand.

NBA Commissioner David Stern attended the game and took part in the banner raising ceremony. Fans greeted him with boos, perhaps showing disgust over the lockout that delayed the start of the season from Nov. 1 and shrunk the season by 16 games.

Fans had plenty more to cheer, such as Terry proclaiming, "Thirty-one years you waited ? 31 years! ? to call your team a champion, ladies and gentlemen. A champion!"

Nowitzki, Terry, Jason Kidd and many more players, coaches and staff each got a strand to yank as part of the unveiling of the banner at court level. Nowitzki and Kidd seemed awed as they watched it rise to the rafters. They couldn't take their eyes off it ? or didn't want to.

Championship tie-ins were everywhere, from the Mavs' warmup jackets proclaiming them the 2011 NBA Champions to jerseys featuring a patch of the championship trophy, with the words on the front and back of their jerseys all outlined in gold. Terry even wore gold high-tops.

But Dallas was more style than substance, especially compared to a Miami team that returns the core of its rotation.

The Heat scored 18 points in the paint in the first quarter, while the Mavs scored a total of 17 that period ? none in the paint. Both Miami's 18 and Dallas' 0 are an indication of how badly the Mavs will miss Chandler.

Miami went on a 12-0 run late in the first quarter, a 15-1 spurt in the second quarter, then the 14-0 binge in the third period. At the end of that final surge, James made a spin move to free himself for a 17-foot jumper off the glass, then followed with his alley-oop tip to Wade.

"It was showtime," said Heat point guard Mario Chalmers, who had the initial pass to James. "That comes from playing a whole season together last year and working out during the offseason with each other."

NOTES: Miami had lost 14 straight regular-season games to the Mavericks and nine straight in Dallas, dating to March 2004. ... Nigeria fears more bombs after 35 die at church

At a Nigerian Catholic church where a Christmas Day terror attack killed 35 people and injured at least 52, women tried to clean the sanctuary ahead of Mass on Monday while one man wept uncontrollably amid the debris.

Outside St. Theresa Catholic Church, crowds gathered among the burned-out cars in the dirt parking lot, angry over the attack claimed by a radical Muslim sect and fearful that the group will target more churches.

Rev. Father Christopher Jataudarde said Sunday's blast happened as church officials gave parishioners white powder as part of a tradition celebrating the birth of Christ.

Some already had left the church at the time of the bombing, causing the massive casualties. In the chaos after the bombing, Jataudarde said one mortally wounded man, cradling his shredded stomach, begged him for religious atonement.

"Father, pray for me, I will not survive," the man said, according to the priest.

At least 52 people were hurt in the attack, said Slaku Luguard, a coordinator with Nigeria's National Emergency Management Agency. Victims filled the cement floors of a nearby government hospital, some crying in pools of their own blood.

Other attacks by the radical Muslim sect Boko Haram on Christmas left a total of 39 dead across Africa's most populous nation. A bomb also exploded amid gunfire in the central Nigeria city of Jos and a suicide car bomber attacked the military in the nation's northeast.

After the bombings, a Boko Haram spokesman using the nom de guerre Abul-Qaqa claimed responsibility for the attacks in an interview with The Daily Trust, the newspaper of record across Nigeria's Muslim north. The sect has used the newspaper in the past to communicate with public.

"There will never be peace until our demands are met," the newspaper quoted the spokesman as saying. "We want all our brothers who have been incarcerated to be released; we want full implementation of the Sharia system and we want democracy and the constitution to be suspended."

Boko Haram has carried out increasingly sophisticated and bloody attacks in its campaign to implement strict Shariah law across Nigeria, a multiethnic nation of more than 160 million people. The group, whose name means "Western education is sacrilege" in the local Hausa language, is responsible for at least 504 killings this year alone, according to an Associated Press count.

This Christmas attack comes a year after a series of Christmas Eve bombings in Jos claimed by the militants left at least 32 dead and 74 wounded. The group also claimed responsibility for the Aug. 26 bombing of the United Nations headquarters in Nigeria's capital Abuja that killed 24 people and wounded 116 others.

While initially targeting enemies via hit-and-run assassinations from the back of motorbikes after the 2009 riot, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties.

That has fueled speculation about the group's ties as it has splintered into at least three different factions, diplomats and security sources say. They say the more extreme wing of the sect maintains contact with terror groups in North Africa and Somalia.

Targeting Boko Haram has remained difficult, as sect members are scattered throughout northern Nigeria and the nearby countries of Cameroon, Chad and Niger.

Analysts say political considerations also likely play a part in the country's thus-far muted response: President Goodluck Jonathan, a Christian from the south, may be hesitant to use force in the nation's predominantly Muslim north.

Speaking late Sunday at a prayer service, Jonathan described the bombing as an "ugly incident."

"There is no reason for these kind of dastardly acts," the president said in a ceremony aired by the state-run Nigerian Television Authority. "It's one of the burdens as a nation we have to carry. We believe it will not last forever."

For a limited time, three popular iOS games from Id Software, including the classic first-person shooter archetype Castle Wolfenstein (Classic Platinum version) are on sale for $1, a savings of up to $4 depending on the game. Castle Wolfenstein Classic Platinum is a touch-adapted version of the original game and includes all six original episodes. Also on sale are Doom Classic, Doom II RPG, Doom Resurrection, Rage and Rage HD.

Rage and Rage HD (the latter offering higher-resolution textures to take advantage of more recent models, but both versions are iOS universal) were made free for a week in August when Id Software ran a contest to see if the games could get 100,000 "likes" on Facebook. Both originally sold for $2 and is again a "rail shooter" game originally created for the iOS platform rather than a first-person shooter.

The games were last on sale at similar price points over Labor Day. There is no indication of when the sale will end.

HSBC extends $250 mln loan to Israel natgas explorers

JERUSALEM, Dec 25 (Reuters) - Israel's Delek Drilling and Avner Oil Exploration said on Sunday they have received a combined $250 million loan from HSBC for the development of the Tamar and Leviathan natural gas sites and other expenses.

Delek and Avner, units of conglomerate Delek Group , are part of a group led by U.S.-based Noble Energy developing natural gas wells off Israel's Mediterranean coast.

The Tamar prospect, which contains an estimated 8.4 trillion cubic feet of gas, is due online in 2013 with natural gas from Tamar expected to supply Israel's gas needs for more than 15 years. A nearby site, Leviathan, is nearly twice as large and due to be online around 2017.

The non-recourse loan to Delek and Avner will be in two parts, the companies said in a statement to the Tel Aviv Stock Exchange -- a $75 million loan that will be available after meeting a number of conditions and a $175 million loan for the Tamar project and repayment of a bridge loan.

The loans are variable interest and pay LIBOR plus 3.5-4 percent.

Noble holds 36 percent of Tamar, while Delek and Avner own 15.625 percent each and Isramco Negev holds 28.75 percent.

The reliance on Israeli gas has intensifed this year as supplies from Egypt have been erratic as militants have attacked the pipeline between Egypt and Israel 10 times.

Holiday travel is a recipe for infection. And recent studies have shown how easily the infamous cruise ship bug, norovirus, can be transmitted on planes.

After a passenger puked on an Air New Zealand flight, crew members tidied up, then clocked out after the plane landed. ?Not only did the crew that cleaned up the mess get sick, but on every successive flight at least one or more crew members got sick with typical symptoms of norovirus.? David Freedman, of the University of Alabama at Birmingham, at the recent meeting of the American Society of Tropical Medicine and Hygiene.

In fact, almost half of all crew members that worked the plane over the next five days picked up the virus. Planes aren?t scrubbed thoroughly between flights, and norovirus can linger on surfaces for days. But ?in looking at the typical disinfectants that are used by airlines, none of the routine disinfectants would be considered effective against norovirus.?

So, when traveling, wash your hands often. And keep your fingers crossed.

Home sales up. Is the housing market finally turning around?

Sales of previously owned homes rose in November, gaining for the second month in a row. And home-sales volume is up 12 percent from a year ago, says the National Association of Realtors.

The housing market shows more signs of being on the mend ? although the road to full recovery still has some miles ahead.

Sales of previously owned homes rose in November, gaining for the second month in a row, the National Association of Realtors reported Wednesday. Home-sales volume is up 12 percent from its level a year ago, the group said.

The number of unsold homes now stands at a seven months' supply, down from more than nine months as recently as July, the realtors association said.

These indicators, housing-market analysts say, reflect progress in a housing market still struggling to recover after a historic boom and bust. On Tuesday, home builders reported a rise in new-home starts last month, and they said permits (an early gauge of construction in the pipeline) are increasing.

Also, over the past year, the volume of mortgages in delinquency has been falling.

Still, loan delinquencies and foreclosures remain unusually high. And although mortgage rates have dipped to about 4 percent, many would-be buyers have trouble getting approval.

"The increase in sales ... suggests that housing has passed the worst," according to an analysis by Capital Economics in Toronto.

For its part, the National Association of Realtors emphasized the positive trend, even as it revised past numbers to reveal that home sales have been weaker over the past four years than many observers realized.

?Sales reached the highest mark in 10 months, and ... a genuine sustained sales recovery appears to be developing,? NAR chief economist Lawrence Yun said in a statement accompanying the numbers. ?It looks like more people are realizing the great opportunity that exists in today?s market for buyers with long-term plans.?

The NAR revisions to reports from prior months were big: For the period of 2007 through 2010, sales and inventory were revised downward by 14.3 percent. That means, for instance, that NAR is now reporting sales of 4.2 million homes in 2010, where its previously reported a figure of 4.9 million.

Data problems emerged since 2007 for several reasons, the group said: "For sale by owner" transactions fell sharply (a shift not initially captured by NAR), some sales of newly built homes were incorrectly included in the existing-home tally, some properties were counted in more than one metro area, and there were some "issues related to house flipping" (quick resale of homes).

As sale transactions were overestimated, so were the numbers for homes on the market. Thus the revisions did not greatly affect estimates of "months supply" of homes for sale.

The data downgrade is largely about the rearview mirror, however. A look at the present, with the numbers now adjusted, shows that sales appear to be on the rise, along with home building.

Granted, some big challenges remain.

The NAR report cited a high number of "contract failures," in which deals to sell a home fall through because of things like declined mortgage applications or home appraisals that fail to match the negotiated price.

Perhaps the market's biggest problem is the "shadow inventory" of homes that are likely to come on the market, such as through foreclosure. Although the seven-month supply shown in the NAR data is not that high, another five months of supply may sit uncounted on the sidelines. That estimate comes from CoreLogic ? a firm that tracks housing-market trends such as homes with seriously delinquent loans that are not yet in foreclosure.

Over time, if an economic recovery gains traction, that shadow inventory should decline as more homeowners find ways to avoid foreclosure or sell their homes.

The share of loans that are delinquent has improved over the past year, according to another data firm, Lender Processing Services. But about 1.8 million properties have mortgages at least 90 days past due.

First Earth-sized planets found beyond solar system (Reuters)

CAPE CANAVERAL, Florida (Reuters) ? Astronomers have found a pair of Earth-sized planets orbiting a star similar to the sun, though neither are believed to be suitable for life, scientists on NASA's Kepler telescope team said on Tuesday.

The discovery follows confirmation earlier this month of a super-Earth sized planet, called Kepler-22b, that circles the right distance from its parent star for liquid water to exist on its surface. Water is believed to be a key ingredient for life.

"Kepler-22b has the right temperature, but it is too big. (The planets) we're announcing today are just the right size, but too hot," astronomer David Charbonneau with Harvard University, told reporters during a conference call.

"But you can bet that the hunt is on to find a planet that combines the best of both worlds, a true Earth twin," he said.

The newly discovered planets, called Kepler-20e and 20f, have at least three gas-giant siblings, one of the larger planetary systems found to date.

But the family is nothing like our solar system, where rocky worlds like Venus, Earth and Mars are grouped together closer in toward the sun while gas giants like Jupiter and Saturn are segregated in the outer regions.

The two Earth-like and three Neptune-sized planets in the Kepler-20 family are interspersed and all orbit closer to the parent star than our solar system's innermost planet, Mercury.

"Rocky planets and gas giants happily mingle together. This is the first time we've seen anything like this," Charbonneau said.

Kepler-20e and 20f, which are believed to be too hot for liquid water, probably are not habitable - at least not today.

"If Kepler-20f was formed with water, which I think is likely, then it could have held on to its water for several billions of years," said astronomer Linda Elkins-Tanton with the Carnegie Institute in Washington D.C.

"And that means that this planet could have been habitable in the past for a long period," she said.

The system is located about 1,000 light-years away in the constellation Lyra.

Light travels at about 186,000 miles per second.

Witnesses testify in Bradley Manning Wikileaks case (Reuters)

FORT MEADE, Maryland (Reuters) ? Bradley Manning, the suspected source of the largest leak of classified U.S. documents in history, spent his 24th birthday in military court on Saturday listening to investigators detail how they pieced together the case against him.

Manning was a U.S. Army intelligence analyst in Iraq when he is alleged to have illegally downloaded massive data files from the military's classified network and became a source for anti-secrecy website WikiLeaks.

U.S. officials say WikiLeak's successive data dumps last year, including sensitive diplomatic cables, endangered national security and Manning faces charges including aiding the enemy which could send him to prison for life.

Manning, wearing military fatigues and dark-rimmed glasses, was led into courtroom at Fort Meade, Maryland, uncuffed on the second-day of pre-trial hearings. He listened intently as prosecutors attempted to show they had enough evidence to go to trial under a general court marshall.

That evidence included chat logs in which Manning appears to disclose his activities to former hacker Adrian Lamo, who turned the intelligence analyst in to authorities, triggering the U.S. military investigation in May, 2010.

In Internet chats with Lamo, Manning said he would bring in CDs and load them with downloaded data from the military's Secret Internet Protocol Router Network, known as SIPRNet, Lamo told Reuters in a previous interview.

The prosecution is seeking a general court martial on 22 criminal charges.

If convicted of all counts, Manning would face a maximum punishment of life imprisonment, reduction in rank to the lowest enlisted pay grade, forfeiture of all pay and allowances and a dishonorable discharge, the Army says.

Searches of Manning's belongings turned up multiple instances in which classified information was improperly transferred to portable storage devices, including an SD memory card found through a search of Manning's belongings in the basement of his aunt's home in Potomac, Maryland.

One of the items found among his belongings was a copy of a gunsight video that showed a 2007 helicopter attack that killed a dozen people in Iraq, including two Reuters journalists. The video was released publicly by WikiLeaks last year.

The prosecution did not present that video as evidence but one witness directly blamed Manning for its broad release.

MENTAL, EMOTIONAL ISSUES

"Now over 5 million people have viewed it and the 5 million -- or 5 billion, whatever the number is -- they're all unauthorized individuals," Special Agent Toni Graham, with the Army Criminal Investigation Division of the Military Police, said, testifying remotely by telephone.

Manning's defense attorneys since the start of proceedings have raised questions about the classification of evidence Manning is alleged to have leaked. On Saturday, they asked about the gunsight video.

They also drew attention to concerns about Manning's mental state, including his struggle with homosexuality. At the time the files were leaked, being openly gay was prohibited in the U.S. military, a ban it ended earlier this year.

Graham confirmed she had found a folder with printed materials related to gender identity, but disregarded them as irrelevant to the investigation.

"We already knew that Pfc Manning was a homosexual. ... We knew he was interested in those topics," she said, adding that he had a "very limited" number of friends.

Manning was quiet during Saturday's proceedings, occasionally taking notes or twirling a pen in his hands. He sometimes turned to speak softly to his attorneys but did not address the court.

In his Web chats with Lamo, Manning appeared to acknowledge giving materials to WikiLeaks founder Julian Assange.

He wrote to Lamo: "I'm a high profile source ... and I've developed a relationship with Assange," according to details of the chats confirmed by Lamo to Reuters.

The Justice Department is investigating Assange and one of his attorneys, Jennifer Robinson, was in the courtroom Saturday.

Assange is in Britain fighting extradition to Sweden over accusations of rape and sexual assault made by two female former WikiLeaks volunteers in August 2010. Britain's Supreme Court said on Friday it had granted permission for Assange to appeal his case.

WowWee's AR gaming toys for iOS look like fun | TUAW - The ...

WowWee is beginning to see the value in connected toys that work with the iPhone and iPad. The toy maker is working on a line of toys that include an iOS app and a collectable that interacts the phone or tablet. One game is a zombie invasion that has four collectibles to go along with an iPad game. The figures are conductive, so you use them to control the player on your screen. Another game includes a small airplane model that you fly by attaching it to your phone.

Each set will retail for $9.99 and goon sale in April of next year. It's an intriguing concept, but one that'll probably appeal to adults more than kids. Kids may enjoy the games, but the collectibles, especially the foam airplane, would probably last no more than a few days in the hands of your average ten-year-old. I do think, though, this is beginning of a new kind of toy that mixes physical toys with digital entertainment. It's almost the best of both worlds- your child can practice their fine motor skills, while, at the same time, improve their computing skills.

But four years later, as the White House shifts into reelection mode, Obama is facing the same attacks he leveled against his Republican predecessor: He is putting politics ahead of science.

The complaints about Obama?s record come after a pair of controversial administration actions in recent months ? and some of the president?s most ardent supporters are bracing for more disappointment.

First, the White House shocked the environmental community by overruling the Environmental Protection Agency and halting implementation of tough new smog standards until after the presidential election.

Then Obama endorsed his health secretary?s unprecedented decision to overrule scientists at the Food and Drug Administration and block over-the-counter sales of emergency contraceptives to minors ? a move that prompted 14 senators this week to send a strongly worded letter to the administration demanding to know its ?specific rationale and the scientific data? for the denial.

?I feel like I am in a time warp,? said Francesca Grifo, senior scientist and director of the Scientific Integrity Program at the Union of Concerned Scientists. ?These were both issues that the previous administration wrestled with and came down largely where this one has. So what is all this stuff about scientific integrity about? When the rubber meets the road on two crucial issues, science isn?t driving these decisions.?

The administration, following a personal review by Obama, will soon decide whether to expand an exemption for religious institutions from new rules that require health plans to offer free contraceptive coverage.

And environmentalists are preparing for a long-awaited ruling from the EPA on controls on coal ash from power plants, worried it will be driven by politics rather than science.

The White House says each decision is based on the merits and that science did inform the administration?s actions on the emergency contraceptives known as Plan B and the smog rules.

?Since his first day in office, President Obama has made clear that science should guide administration policies,? Nick Papas, a White House spokesman, said in a statement. ?Not only has the administration taken historic steps to make sure that politics not trump science, we have put in place scientific integrity guidelines that agencies across the administration must comply with. Every policy decision has a wide range of criteria that must be considered, and the administration continues to ensure that the best available science and evidence is central to the decision-making process.?

Attack in Belgian city leaves 4 dead, 75 wounded (AP)

LIEGE, Belgium ? A man armed with grenades and an assault rifle attacked holiday shoppers Tuesday at a central square in the Belgian city of Liege, leaving four people dead and wounding 75 others, officials said.

It was not immediately clear what motivated the attack in the busy Place Saint-Lambert, the central entry point to downtown shopping streets in the industrial city in eastern Belgium. The attack ignited a stampede of hundreds, as shoppers fled the explosions and bullets.

Interior Ministry official Peter Mertens said the attack did not involve terrorism but did not explain why he thought that.

Belgian officials identified the attacker as Norodine Amrani, 33, a Liege resident who they said had done jail time for offenses involving guns, drugs and sexual abuse. He was among the dead, but Liege Prosecutor Danielle Reynders told reporters it was unclear if he committed suicide or died by accident. He did not die at the hands of police, she said.

The dead also included two teenage boys, 15 and 17, and a 75-year-old woman, she said. The La Libre newspaper reported that a 2-year-old girl was clinging to life.

Reynders said Amrani had been summoned for police questioning on Tuesday but the reason for the questioning was not clear. He still had a number of grenades with him when he died, she said.

Officials said Amrani left his home in Liege with a backpack, armed with hand grenades, a revolve and an FAL assault rifle. He walked alone to the central square, then got onto a platform that gave him an ideal view of the square below, which was bedecked with a huge Christmas tree and crowded with shoppers.

From there, Amrani lobbed three hand grenades toward a nearby bus shelter, which serves 1,800 buses a day, then opened fire on the crowd. The explosions sent glass from the bus shelter across a wide area.

"I heard a loud boom," said witness Dimitri Degryse. "I thought it was something on my car that was broken or something. Then a few seconds after a second boom, and I saw all the glass breaking, I saw people running, screaming."

As soon as the shooting began, hundreds of people fled the square as well as a Christmas market in an adjacent square, rampaging through old city streets looking for cover. Video from the scene showed people, including a large group of children, fleeing the city center, some still carrying shopping bags.

As police hunted for possible accomplices, residents were ordered to stay in their homes or seek shelter in shops or public buildings. As sirens howled and a police chopper roared overhead, a medical post was set up in the nearby courtyard of the Prince Bishops courthouse. Dozens of emergency vehicles took victims away for treatment.

Police closed off the area but found no accomplices and calm returned a few hours after.

The Place Saint-Lambert and the nearby Place du Marche host Liege's annual Christmas market, which consists of 200 tiny shops and attracts some 1.5 million visitors a year. By dusk, with the Christmas lights gleaming again, King Albert II and Queen Paola came to pay their respects, as did Prime Minister Elio Di Rupo.

Perry Mocks Himself in Ad, but Does it Enhance His Credibility? (ContributorNetwork)

COMMENTARY | Presidential hopeful Rick Perry showed he is not averse to a little self-deprecation with the release of an ad in Iowa that poked fun at his now famous brain freeze during a nationally televised debate. But will the video ad be enough to resurrect his flagging numbers in the national polls, the latest of which (Rasmussen Reports) places him in a three-way tie for fifth place? How about in Iowa where the last Des Moines Register poll had him in a tie for sixth?

The Iowa ad begins with an acknowledging prompt for establishing commonality. Perry himself says, "You know we've all lost our train of thought before, but not many have done it on national TV."

The candidate refers to the now famous moment in the CNBC debate when he couldn't finish his small list of government agencies he would get rid of once he was president.

The Perry ad paints him as a Washington outsider, different from his more polished Republican opponents. "If you want a slick debater, I'm obviously not your guy. But if you want to clean house in Washington with a balanced budget amendment, a flat tax, and a part time Congress, I'm your man."

He later issues a callback at the political ad's end, reminding everyone of that debate moment where his memory simply wouldn't cooperate. "I'm Rick Perry," he jokes, "and what's that line again? I'm Rick Perry and I approve this message."

All joking aside, Perry's poor debate performances seemed to stall, then undermine his campaign, a quick double-digit poll lead soon brought low to trailing and single digits.

Unfortunately, his attempts at providing governing ideas may have hurt his credibility as a serious candidate even more.

A balanced budget amendment, although popular, is problematic and restricts the government's ability to appropriate funds in times of emergencies. His flat tax was just an alternative bracket to an already complicated system and offered no remedy for its perceived drawbacks. And a part-time Congress? Many believe Congress is already a part-time institution, given their short work schedule and the little amount they seem to get done.

The Iowa ad might make light of Perry's inability to think on his feet, but his ideas in providing better leadership seem to show an inability to consider long-term consequences as well. Reminding Iowans might not be politically smart...

Unless his proposals were all a joke.

DirecTV's new five tuner HR34 Home Media Center DVR ready to launch December 8th?

After waiting years for someone to deliver the first RVU-capable multiroom DVR setup, info leaked to SatelliteGuys indicates we only have to hold out one more week for DirecTV's HR34 DVR. While DirecTV has yet to make an official announcement, retailer info states that it will be available starting Thursday for just $99 after rebate ($399 rack rate), bringing five tuners, 1TB of storage, whole home DVR service in up to four active rooms, and more. Of course, we'll need the RVU-compatible HDTVs mentioned (Samsung D6000, D6400, and D6420 series) released before we can ditch the extra satellite TV boxes for good, but this is the first step.
