Tango flourishes in finals of Argentine festival

BUENOS AIRES, Argentina (AP) ? Couples from around the world are competing in the finals Argentina's annual tango competition, the highlight of a two-week festival which this year honored Astor Piazzolla, the legendary composer and bandoneonista who revived the genre and infuriated purists by blending tango with rock music in the 1970s.

Piazzolla died 20 years ago but tango is still growing in popularity as a unique form of music, poetry and dance. This year's festival showed the genre is still evolving, too ? from an under-25 orchestra that wowed the opening party to a group of five young Norwegians who interpreted the genre as if they were born in tango's birthplace on the shores of the Rio de la Plata, the wide river shared by Argentina and Uruguay where the genre first developed in the late 19th century.

Piazzolla's grandson, drummer Daniel Piazzolla, recreated with other musicians the Electronic Octet, a group his grandfather put together in the 1970s that shook the dust off a musical culture that had been stuck in the early 20th century. The elder Piazzolla's masterwork "Adios Nonino," combining his form of the accordion with jazz and dance, was restaged by choreographer Ana Maria Stekelman, who also served as a judge in the dance final.

In all, more than 2,000 artists converged on Buenos Aires for the two week cultural festival, which celebrated its 10th year this Argentine winter. Art exhibits, book readings, oral histories, and master classes offered free to the public by eight of the previous winning couples were among the highlights.

"This is an event which constantly offers surprises, bringing together the most exciting examples of the genre and betting on crossing over to new generations," said Gustavo Mozzi, the event's artistic director.

A total of 491 couples from 32 countries competed, with a final 42 pairs reaching Monday night's final in the Salon Tango competition.

Each man wore the couple's number pinned to the back of an elegant suit as he twirled a partner in a dazzling dress and high heels around the stage in the Luna Park stadium. Competition rules require the couple to maintain physical contact while the music plays, while moving constantly in a counter-clockwise direction. Acrobatic swoops, swirls and passionate clutches are encouraged, but must be contained within the precise style of traditional tango: the competitors may not lift their legs above their knees.

Sixteen pairs from around the world challenged the Argentines in the Salon final, including three couples from Russia, two from Colombia and two from the U.S. The other finalists made it from Belgium, Canada, Chile, Japan, Mexico, Portugal, Singapore, Uruguay and Venezuela.

The winners walk away with prizes including $8,600 dollars in cash, but more importantly, fame and the respect of tango fans worldwide.

After Monday night's Salon Tango final comes Tuesday's final in the Stage Tango competition, which invites dancers to incorporate other dance forms.

Romney open to sending troops to Syria

COLUMBUS, Ohio (AP) ? Republican presidential candidate Mitt Romney said Friday that he would send U.S. troops to Syria if needed to prevent the spread of chemical weapons.

"I think we have to also be ready to take whatever action is necessary to ensure that we do not have any kind of weapon of mass destruction falling into the hands of terrorists and whether that requires troops, or whether that requires other actions by our friends and allies," Romney said in an interview with CBS News.

Romney specifically noted that Turkey and Saudi Arabia have been involved in the region.

The former Massachusetts governor has limited foreign policy experience, but has so far outlined bullish positions on potential threats in the Middle East. He also told CBS News that he'd be willing to go to war to stop Iran from "becoming nuclear."

"No question in my view that we can put all manner of pressure on the regime that's there, but they have to also know that a military option is one which we'd be willing to consider if they do not take action to dissuade a course towards nuclearization," Romney said of Iran.

President Barack Obama has left open the possibility of military action on Iran should aggressive sanctions and international pressure fail. On Syria, the president said Monday that the U.S. would reconsider its opposition to military involvement in Syria if President Bashar Assad's regime uses chemical or biological weapons. He called such action a "red line" for the U.S.

"We have communicated in no uncertain terms with every player in the region, that that's a red line for us, and that there would be enormous consequences if we start seeing movement on the chemical weapons front, or the use of chemical weapons," Obama said. "That would change my calculations significantly."

New Zealander jailed for ostrich egg assault on wife

A New Zealand man who assaulted his wife with an ostrich egg after her pet pig ran amok has been jailed for six months, it was reported Thursday.

Phillip Russell lost his temper when he discovered the pig had damaged his power saw, verbally abusing his wife, spitting at her then grabbing an ostrich egg from the kitchen table and hurling it at her, Fairfax Media reported.

It said Russell, 46, had repeatedly asked his wife to keep the pet pig under control as it had damaged their home, a neighbour's house and council property, but she insisted it should be given free range.

The ostrich egg, the largest type of egg produced by any living bird species, caused bruising to the chest of Russell's wife, the report said.

It said Russell pleaded guilty to charges including assault using an ostrich egg as a weapon over the July 5 incident and and was sentenced to six months jail in Hastings District Court on Wednesday.

At an earlier court hearing, Russell's defence lawyer said his client, who has a record of domestic violence, had expected his wife to catch the egg.

The report did not explain why Russell had an ostrich egg, a species that is not native to New Zealand.

Standard Chartered, New York regulator reach $340 million settlement

NEW YORK (Reuters) - Standard Chartered Plc has agreed to pay $340 million to settle allegations that it hid transactions with Iran from regulators, the New York Department of Financial Services said on Tuesday.

The announcement capped a week of intense negotiations and came less than 24 hours before the London-based bank was scheduled to defend itself against the allegations at a hearing in New York.

New York Financial Services Superintendent Benjamin Lawsky on August 6 alleged the bank had hidden Iran-linked transactions with a total value of $250 billion and called it a "rogue institution" for breaking U.S. sanctions laws.

The allegations, and a threat to revoke its license to do business in New York state, hit the bank's share price last week. Chief Executive Peter Sands strongly denied the charges and said illegal transactions totaled less than $14 million.

In its announcement on Tuesday, the department said the bank had "agreed that the conduct at issue involved transactions of at least $250 billion."

The bank did not immediately comment on the announcement.

In addition to the civil penalty, the bank agreed to install a monitor for at least two years to check on money-laundering risk controls in its New York branch, the department said in a statement.

The department said it had adjourned Wednesday's hearing, at which it had asked Standard Chartered to demonstrate why its license to do business in New York should not be revoked.

The aggressive stance taken by Lawsky heightened his public profile just months after his department was created. But it also produced a significant amount of collateral damage that could take months to repair.

His order against Standard Chartered sparked a trans-Atlantic row over whether U.S. regulators were hell-bent on investigating British banks. It also jumped ahead of federal regulators, which had spent more than two years investigating the bank. Lawsky now must deal with those regulators, who were angered by his move and who have yet to announce a settlement with Standard Chartered.

In the end, Lawsky's office won a settlement that was on par with fines paid by a handful of other banks that had improperly done business with sanctioned states such as Iran and Cuba. In 2010, Barclays Plc paid $298 million to settle a U.S. probe.

Lloyds Banking Group and Credit Suisse Group have previously agreed to pay settlements of $350 million and $536 million, respectively. ING Bank NV also paid a settlement. HSBC Holdings Plc currently is under investigation by U.S. law enforcement, according to bank regulatory filings.

PASADENA, California (Reuters) - After flying more than 350 million miles (563 million km) from Earth, the Mars rover Curiosity is about to get its driver's license.

Mission control engineers in California will spend the next four days remotely installing new computer software in Curiosity that essentially reorients the brains of the six-wheeled vehicle for maneuvering around the surface of the Red Planet.

The nuclear-powered rover, about the size of a small sports car, can only store so much pre-programmed information in its computer module at once, having less on-board memory capacity than a typical cell phone.

Its previous flight-control software was tailored for the complex tasks of atmospheric entry, descent and landing that brought the mobile science lab to a historic touchdown on the floor of a vast, ancient impact basin called Gale Crater earlier this week.

A new version of the software, uploaded to Curiosity while it was still en route to Mars, is instead specially designed to let NASA engineers safely drive the rover, operate its robot arm, use its power drill, collect samples, sweep away dust and perform other functions as it goes about its science mission.

"Curiosity was born to drive. This software includes the capability for Curiosity to really go out and stretch her wheels," Benjamin Cichy, the rover's senior software and systems engineer, told reporters on Friday at the Jet Propulsion Laboratory near Los Angeles.

The new software package will be installed on Curiosity's main computer and its backup.

All other activities will be suspended for the most part during the upgrade, which was set to begin Friday night, California time, at the start of Curiosity's fifth full day on Mars. Instrument checks, picture-taking and science operations are scheduled to resume on Day 9 of the mission.

Curiosity arrived on Mars Sunday night on a quest for evidence that the planet most similar to Earth may once have harbored the basic ingredients necessary for the evolution of microbial life, or may even now be capable of supporting life.

The $2.5 billion project, formally named the Mars Science Laboratory, is NASA's first astrobiology mission since the Viking probes of the 1970s and is touted as the first full-fledged mobile biochemistry lab ever sent to a distant world.

The rover comes equipped with an array of sophisticated instruments capable of analyzing samples of soil, rocks and atmosphere on the spot and beaming results back to Earth.

The principal target of its exploration is a 3-mile- (5-kilometer) high tower of layered rock, named Mount Sharp, which is believed to have formed from sediment that once filled Gale Crater. The mound, which stands a short distance from Curiosity's landing site near the center of the crater, is seen by Mars scientists as a potential gold mine of geologic study.

An initial review of data collected from Curiosity's arrival on Mars revealed that it blasted through the planet's thin atmosphere at 24 times the speed of sound, pulling the equivalent of 11 times the force of Earth's gravity.

"If you were a human riding on board, it'd be a little bit of a rough ride, but fortunately Curiosity is made of some tough stuff," said Gavin Mendeck, who oversaw the rover's entry. It landed just 1.5 miles from the center of its projected landing zone.

The rover's chief engineer, Rob Manning, came closest to predicting the exact spot where Curiosity ended up touching down. He also oversaw some of the team's readiness testing.

"We think he might have rigged the system," descent and landing operations lead Allen Chen joked during Friday's news briefing.

STAMFORD, Conn. ? WWE and Saban Brands today announced a new, weekly half-hour show, "WWE Saturday Morning Slam," that will debut on Saturday, Aug. 25 at 10 a.m.

"WWE Saturday Morning Slam" will be part of the television premiere of Vortexx on The CW, a Saturday morning kids? television block reaching 110 million? television households in the United States. This marks the first time since 2001 WWE will have a program in a kids? time slot.

"WWE Saturday Morning Slam" packs riveting in-ring action, larger-than-life WWE Superstars and WWE?s entertaining brand extensions into the fastest, most energy-filled half-hour on television. WWE Superstar profiles, behind-the-scenes footage and an exclusive WWE match every week will all combine to make "WWE Saturday Morning Slam" the perfect destination for the youngest viewers in the WWE Universe. The show will also include highlights from WWE's be a STAR anti-bullying campaign and other community initiatives.

City boss Mancini reopens transfer rift

Manchester City manager Roberto Mancini admits he is unhappy with the club's sporting director Brian Marwood after he failed to make the signings needed to improve the Premier League champions.

Mancini had already revealed his frustration at City's slow progress in the transfer market earlier in pre-season and the Italian reopened the rift with Marwood ahead of Sunday's Community Shield clash with Chelsea.

After leading City to their first English league title for 44 years last season, Mancini was keen to bolster his squad from a position of strength and has earmarked moves for Arsenal forward Robin van Persie, Liverpool defender Daniel Agger and Roma midfielder Daniele di Rossi.

But Marwood is in charge of City's transfer negotiations and the former Arsenal winger has been unable to seal a deal for any of Mancini's top targets, with the van Persie move looking increasingly unlikely to come to fruition.

With the new Premier League season just over a week away, Mancini's irritation at the situation resurfaced on Friday.

"I am not happy," said Mancini, when asked what he thought of City's transfer policy.

"But I won't say anything at the moment. For this you should talk to Brian Marwood, not me. I am not the sporting director. I can't say anything about the players.

"After three months or four months I don't know what to say about this situation."

Mancini is happy with his current squad but it is clear he feels further improvement is required to hold off renewed challenges from Manchester United and Chelsea.

"It is my opinion that we have a good team. But we built this team two years ago and you need to continue to improve in every way," Mancini said.

It is believed Marwood is keen to offload players before making signings as City prepare for UEFA's financial fairplay rules to come into effect.

Although Wayne Bridge has gone on loan to Brighton, City are funding a large percentage of his wages.

A deal is in place for Emmanuel Adebayor to join Tottenham but the Togo striker's wage demands remain a stumbling block.

To add insult to injury for Mancini there has been interest in members of his squad that he does not want to lose, including Italy striker Mario Balotelli.

Balotelli was one of his country's best players at Euro 2012 as Italy reached the final, where they were beaten by Spain, and Mancini has been determined to keep hold of the talented but temperamental star.

"This summer, we had a lot of requests for him," Mancini said. "Many important teams wanted him. This is a sign that he is a top player.

"I didn't think about saying yes because he is young and we are sure he can improve and be an important player for the club."

The National Council of State Housing Agencies (NCHSA), a national non-profit that advocates before Congress on behalf of Housing Finance Agencies (HFAs) for affordable housing, reports the number of single-family homes financed by HFAs increased 41% in 2010 over 2009. mortgageorb says according to the 2010 NCHSA Factbook, HFAs financed 59,127 affordable homes in 2010, up from 41,857 in 2009. ?We are very proud of this annual undertaking that provides hard evidence of HFA program results and successes,? says Barbara J. New treatment option extends median survival time by more than 6 months

Irvine, Calif. Postmenopausal women with the most common type of metastatic breast cancer now have a new treatment option that lengthens their lives, according a study led by UC Irvine oncologist Dr. Rita Mehta and conducted by the Southwest Oncology Group. The findings appear in the Aug. 2 issue of the New England Journal of Medicine.

A combination of the two anti-estrogen drugs anastrozole and fulvestrant extended the median survival time of women with Stage 4 hormone receptor-positive metastatic breast cancer by more than six months compared to those who underwent standard treatment with anastrozole alone.

Mehta said the results of the Phase 3 trial are particularly exciting because "these patients have not had a new treatment that gave them an overall survival benefit in more than a decade."

Both drugs are currently used to treat breast cancer, though not in combination. Anastrozole (also known as Arimidex) reduces the production of tumor-promoting estrogen, while fulvestrant (Faslodex) interferes with the receptors that allow estrogen to signal cells to grow and reproduce and also accelerates the degradation of these receptors.

The researchers think it's these modes of action together that make the combination so effective against hormone receptor-positive breast cancer, a subtype that accounts for more than half of all breast cancers.

"The next step would be to try the combination in even earlier stages of breast cancer to see whether long-term cures could be increased at those stages," said Mehta, an associate clinical professor of medicine with the Chao Family Comprehensive Cancer Center and an oncologist with UC Irvine's Breast Health Center.

Study results were first presented at the 2011 CTRC-AACR San Antonio Breast Cancer Symposium in December. The SWOG S0226 trial was conducted by the SWOG clinical trials network, previously known as the Southwest Oncology Group.
